1. AFFECTED PARTIES

2. PURPOSE

The Pest control procedure is designed to act as a control and preventative maintenance program against insect and rodent infestation to buildings at the GMP site.

3. SCOPE

This procedure applies to GMP Operations site.

4. RESPONSIBILITY \ BUSINESS RULES

4.1 Business Rules

4.1.1 Pest Control Program

A pest control program is to be implemented and maintained for the site.  The program is designed to protect against the entry and harbouring of pests.

4.1.2 Building

Buildings and Premises are to be designed / modified and maintained to protect against the entry and harbouring of pests.

4.1.3 Pest Control Chemicals

Measures for safe and proper use of pest control chemicals shall be included in the Pest Control Program supplied by the contractor. Copies of MSDS shall be held in the site register for all chemicals used in the Pest Control Program.

Only Quality approved chemicals can be used on site and the Pest Control Co-ordinator shall hold a copy of the approval.

A list of all approved chemicals and their relevant MSDS shall be included in the Site Pest Control Program/

4.2 Responsibility

It is the responsibility of the Building Services Co-ordinator to both maintain and oversee the Pest Control Program and must ensure that

– The program is co-ordinated by a qualified pest control co-ordinator / facilitator.

– The program is implemented by a licensed and accredited Pest Control Contractor.

– The program complies with corporate and local pest control guidelines and is effective in its application.

– All manufacturing buildings are regularly inspected and maintained to meet all Manufacturing and Quality standards.

– To check the results of all pest inspections are recorded in the logbooks and electronic records.

– To ensure that in house pest control flytraps are checked and serviced on a monthly basis.

5. PROCEDURE

5.1 Pest Control Program

5.1.1 The Building Services Co-ordinator coordinates the implementation of the Pest Control Program and liaises with the Pest Control Contractor to ensure the service and inspection program is carried out.

5.1.2 The program consists of monthly servicing to Manufacturing and the fence line onsite.  The Pest Control Program uses the deployment of both internal and external rodent traps in and around the Manufacturing Buildings, excepting areas in which product may be exposed or stored.

5.1.3 Rodent stations or traps internal to the Manufacturing Buildings are to be fitted with sticky boards, as the use of baits within the buildings is strictly not permitted.

5.1.4 Baits may be used in rodent traps external to all buildings and along fence lines.

5.1.5 The contractor shall maintain the deployment of rodent traps along all external perimeter fencing.

5.1.6 Traps located around the external perimeter of manufacturing building openings must be inspected monthly to ensure they are positioned correctly, are serviceable and for any evidence of activity within the traps.

5.1.7 Any Product or Samples must be removed from the area being treated prior to a fumigation / spraying taking place. Fumigation consists of either fogging or gassing with non-residual insecticide. Any fumigation should be undertaken on a Friday evening or Saturday when the buildings are vacant, closed and have been isolated for 48 hours and must then be cleaned prior to before reinstating the building.

5.1.8 The Pest Control contractor shall be escorted at all times when inside the manufacturing buildings; i.e. when servicing warehouse / Receiving internal rodent traps.

5.1.9 The Qualified person or Building Services Coordinator who will assume the role of the Pest Control Coordinator.

5.1.10 The Pest Control Coordinator must maintain all the documentation and records of all activities carried out onsite as well as the location maps of all internal and external rodent traps installed.

5.1.11 The Pest Control Contractor shall provide Material Safety Data Sheets (MSDS) for each pest control chemical applied to the site to the Site EHS Department.

5.1.12 The Site Pest Control Coordinator when required to treat infestations of insects may arrange for fumigations or spaying. For any fumigation /spraying, an action plan must first be provided detailing all activities and timeframes, chemicals used and any cleaning required after the treatment to remove traces of the chemicals used.

5.1.13 The Building Services Co-ordinator shall ensure that the Pest Control Contractor provides written procedures regular site services and containment/clean up of a pest control chemical spill.

5.1.14 For residual spraying the Site Pest Control Coordinator will escort the contractor for the duration of the spraying service to ensure the spraying does not affect any stored product area.

5.2 Building Requirements

5.2.1 Building openings shall be screened for windows and external doors that do not exit the building via an air lock. Openings for services and utilities that penetrate the Manufacturing Areas of the building shall be chalked.

5.2.2 Direct access exterior doors are prohibited from production areas where product may be exposed.  Such doors are only permitted when designated as emergency or fire exit use only.

5.2.3 Items that can attract or may contain pests such as food, beverages and plants are prohibited from production areas or any area, which are located internally to an air lock. A check for these items should be included in the annual inspection.

5.2.4 The inspection should include:

– Building air handling and service openings;

– Ineffective screening of roof ventilation along ridge tops and eaves;

– Caulking of steel clad building walls at footings and seams;

– Repair of wet or damp spots;

– Effective weather seals between doors and floors, etc.

5.2.5 A ‘Buildings Inspection Audit / Program’ must include an annual inspection of the manufacturing buildings that may attract or provide an entry point for insect or rodent activity.

5.2.6 Sufficient cleaning / inspection space must be provided between the storage racking and the exterior walls of the warehouse / manufacturing building.

5.3 Pest Control Site Procedure

5.3.1 The Pest Control Contractor’s employees shall report to the site Pest Control Coordinator on arrival at the site, to confirm all areas to be accessed and serviced.

5.3.2 The site Pest Control Coordinator will report any areas of infestation requiring special treatment or attention. The Coordinator shall also discuss any additional areas to be serviced and set a schedule for access around the site.

5.3.3 The pest control service logbook shall be examined to review the previous service and treatment to assess the effectiveness of the service.

5.3.4 An annual site service visit by the Pest Control Contractor Principal shall ensure that the site maps are accurate and up to date. The maps should clearly define the boundaries for chemicals used and differentiate between internal sticky board, external bait station locations and insect electrocutor locations.

5.3.5 The contractor shall also check that all rodent trap permanent location tags are in place and up to date.

5.3.6 Spraying of non-manufacturing buildings and external areas may be carried out at any time after consultation with the Site Pest Control Coordinator.

5.3.7 The Building Services Co-ordinator must ensure that in house installed pest control fly traps are serviced monthly and the monthly schedule-recording sheet is signed off by the Building Services Co-ordinator or the Cleaning Supervisor.  The insect traps are to be located inside the building, before the air locks and away from the external entry doors, so as not attract pests from outside of the building.

5.3.8 Rapid Roller doors to the receiving and dispatch areas of the warehouse are to be checked for full travel so as to ensure a suitable seal with the respective floor surface, to prevent entry of rodents and birds.

5.3.9 The Pest Control Contractor shall record all details of the site service visit into the site logbook.  Records shall record date and time of treatment, chemicals applied, traps and equipment inspected, names of both the contractor’s employee and, when required, the site employee who escorted the contractor.

5.3.10 The contractor shall ensure that only chemicals, which have been approved and registered for use by government authorities in Australia, are applied on site.
